I call shenanigans. It's clearly marked "Returned for Postage", and if the USPS was going to do this, they would have taken the 39 cents as well. -- nm

Here's the answer: 23.938 grams = 0.844 ounces. So about 5/6 of an ounce. So 44 cents would not have been enough. -- (link)
