Help me please to understand the UEFA World Cup qualifying scheme.

As I understand it, 13 teams from UEFA will qualify for the World Cup.

There teams were separated into nine groups for first round. The teams to finish in first place in each group have qualified (so that's 9 of the 13 spots)

The remaining four spots are being contended for by 8 of the 9 second place teams in Round 2. (the "worst" of the 9 second place teams does not get to compete in Round 2). Round 2 consists of a playoff system, apparently, with games today and games on the 18th.

If all of the above is correct, then my question is: How are the four winners of Group 2 determined?
