I have learned more, but haven't figured it out yet.

So, the 8 teams have been paired up (for example, France and Ireland mentioned below). The two teams will play each other today and then play each other again on the 18th.

Do they add the final scores from the two games to determine the qualifier in a head to head / elimination format?
