Yes... and so's the Fed. It sets interest rates and is a lender of last resort, just like the European Central banks

IIRC it also has a regulatory role that is broader than the norm for central banks, but I forget the details

local central banks always set the interest rates (and banks follow them when it's in THEIR interes)
