Did Jon ever let it be known that Natalie would get the votes? If so, Russell probably would have let her play the idol. It gets the vote to go how he wants, and he'd just find it again next time.

I knew there was a negotiation, but I didn't remember all of it.

I still say that even if Russell wants to, he can't deliver on that. And that he shouldn't want to.
