First of all, Russell isn't running things. So he may not be able to fulfill his part of the bargain even if he wanted to. Second, Shambo isn't switching back. She ditched her old tribe when they decided to vote out Erik.
And that ties into something you said earlier. You forgot the next part of what Shambo said, which was "Our Erik?" It might have come off like she was an idiot there, but I think she was just focused on the vote being for a Foa Foa. The Erik plan threw her for a loop. She knew who he was, she just didn't expect him to be on the chopping block.
