the difficulty in scoring 3tds in a 4Q comes from a variety of things

1) it's moderately hard to score TDs.
2) there's only so much time you have the ball in a quarter.
3) Teams that have the ability to score a lot of TDs are rarely down by 3 TDs.
So yes, it's an action that rarely happens, but also one that only somewhat less rarely comes up.
At the start of the quarter, the Colts were being asked to come back from 3TDs down, which no one is disputing is difficult.
But that's not what they were being asked to do at the end of the game - they were being asked to score 1 TD, in the last 2 minutes (from one or the other 30 yard line. One is easier to score from than the other in that time, but that's hardly an insight). Once they've reached that point, the difficulty in getting to there is irrelevant.
*that* happens, I would guess, like every fourth game.
