It's a special little world where they're going to use the Pulp characters that DC has and mix them with the Pulp characters like The Shadow and Doc Savage...
it is it's own world. There won't be a Superman...but we may see some of the other Pulp Influenced DC Heroes (Blackhawks, Sandman and Batman)....
no connection to the main DC continuity...
fwiw I've sold out of the Batman/Doc Savage book 3 times...
