When you installed the new photo viewer, it should have options to associate certain formats with it.

Otherwise, you can probably change that in the program's settings. You should go ahead and uninstall the Dell product, too, to avoid confusion for the product. I would recommend Picasa as a photo viewer (I don't know what you downloaded). XNView is a good program, as well.
