Yes and no. There's no global conspiracy evidence, but when the body is responsible for so much of the hard data being used to develop science that..

...Is supposed to bring about global economic change - and the impacts assoctiated with the changes - for them to be manipulating the data they don't agree with...It may just be on them, but it's still a problem for those that want no debate and no scurtiny before moving ahead.
