The ref had no hope of seeing that handball, and in the absence of video refs, what other avenue is open to them other than to censure the offending

I'll say this though...in soccer...usually the player will do the right thing. If you know you knocked it down with your hand...you call yourself.

That's true (it's one of the good things about soccer), but *relying* on players to self-police is silly, imo. (nm)

They haven't disciplined anyone yet, but the responsibility is shared by both of the refs and the players
