They haven't disciplined anyone yet, but the responsibility is shared by both of the refs and the players

The refs should catch rule-breaking. (but they won't catch everything. though they should have caught this one)
The players should follow the rules. (not only when they think they will be caught, but always)
The player admitted he broke the rules. He shouldn't get a pass just because an in-game ref missed the infraction.
