*shrug* He should remove it. He can fly the flag from a post on his house.

The HOA votes on how they want the community run. He wanted to put up a flag pole, and put it to the community (representatives) to approve it, and they didn't.
I don't agree with the decision, but I don't live in that community.
He doesn't like it, he can move.
