I think it's a super-dumb decision. If nothing else, for the bad PR this will bring them in the form of news stories like this.

But a private HOA should be able to make any crazy rules they want, and though the veteran should be able to do whatever the hell he likes *IMO*, I would be troubled if a court forced the HOA to change their rules based on sentiment.
