The rules are agreed upon by the community, and everyone has the option to vote on them. His neighbors said OK to flag holders on your house, just no flag poles in your yard.
It's also just like you don't let your lawn go to shit. They can fine you for that, too, because then if your neighbor puts their house up for sale, they will be de-valued because their next door neighbor is an eyesore.
