There is the Nineties, whic encompasses 10 years or a lower-case "d" decade. A Decade (upper case) is ten years starting with a year ending in 1 and

ending with a year ending with zero.
The small "d" decade can mark any ten years. These lists, though, intend to mark a big D Decade but use the small d counting method.
By that logic you should be able to mark the "Best of the Decade" for any ten year period, which not even you folks who don't distinguish between Big D and small d would consider silly.
