to the original and doesn't need as much permitting, in san fran they had a moritorium on new restaurants but estblished ones could expand, but htey didn't say they couldn't expand down the street so most places have ChopSuey2 down or across the stret
or it could be artificial territory boundaries drawn on a map, but the traffic flow shows that area to be the best to build on, but technically each are in their own franchise boundary
