I don't think we need to be looking around for people who knew to put the baby in the blood. The point of all that was "fate", and that was the lesson Dexter took from it. Arthur saw the hand of God in everything, but Dexter instead sees destiny and fate. The sins of the father...
And there's no way Dexter's held responsible, as far as the police know Arthur's still out there on the run and this was retribution against one of the cops that caught him. If anything I expect an expanded manhunt and a lot of cops afraid their family will be next.
