Hey, here's an idea--most Metro areas actually have more than one PBS station. Heck, we pick up Boise, Idaho Falls, Twin Falls and Bozeman Montana. Maybe you should check to see which channel he's actually watching before bitching. Also, if you guys are on different cable or satellite systems, they could each be carrying a different PBS as a "local channel".
