Remove the word Democratic and I think you've got it right.

Franken was being a tool because the rules allowed him to be. Many other people would have chosen to take a higher path in that situation and the accepted protocols in Senate allow that.
The other aspect to Stephen's comment (imo) is the attention this is getting in the media, especially the complimentary tone of some liberal media sources. The fact that they're praising this guy for preventing Lieberman from finishing the last 30 seconds of his statement is an indication of how effective Lieberman has been at getting under their skin.
