(Additionally, if what I think happened is what actually happened, there would end up being two inspections and we'd be billed for both)

Two inspections within a month. Think about it - how annoying would that be, to have to accomodate letting strangers into your home, twice in a 30-day period, when you're at work during the work hours of the property management company, so you can't drop your keys off? And you can't be there to supervise, either, because of work.
