I think a big factor has been that (as with the stimulus package) Obama allowed Congress to write the legislation, rather than putting forward his own

I'm sure he has reasons for that - wanting to avoid the problems that shut down Hillarycare for one, and perhaps also to change the relationship and roles of the executive and legislative branches from what they were during the Bush years.
But the downside (for the President) in doing this is that you lose a lot of control over the process and appear to be ineffective when things don't happen quickly.
