I think he knew from the word go that what he wants to do is different than what he is able to do.

Maybe I'm giving him too much credit for political pragmatism here, but in the current political climate you don't get anything through the senate without 60 votes, and you don't get those votes by ramming through something that puts future campaign contributions from the healthcare lobby at risk, they've got his nuts in a vise. At the end of the day, he will have gotten through something he can call "reform", and we can start laying the groundwork for the next round.
