You wanna rein in the costs; if it's possible, allow insurance companies to sue the doctors who are beyond reasonable limits as in that Texas case.

why should *any* company have to pay something as clear a dereliction of duty as that instead of "the tests were inconclusive and I didn't order Tests 5-6-7-8-9...." type suits.
