Tests cost money. The point of tort reform is to lower healthcare costs.

Tests reveal valuable diagnostic information. I wouldn't want to skimp on that because of budget constraints. -- nm

Look at the mammogram debate a few weeks ago. Most diagnostic equipment isn't perfect, and there's a tendency to "overdo" them as you say. -- nm

That's all I'm saying. I think the common-sense definition of 'reform' is 'cut down on the overdoing of stuff'. :)
