Let's think about this one a little bit: One situation in two settings....

The proverbial "over served" individual goes to a private store and a public one.
At the private store, if the owner is caught overserving, he likely loses his licence for a suspension and/or penalty, with multiple infractions resulting in complete loss of licence and entire loss of income.
At the public store, if a clerk is caught overservice, he likely gets a penalty on his wage, possibly fired if multiples occur and the union will allow it.
Which do you think is going to be more cautious about over serving?
PLUS....
We don't have gov't hired bartenders and servers in restuarants and bars. The gov't inspects and frequently will punish establishments that over serve. Couldn't you see the same thing happening at the retail side of things?
