I disagree that the burden needs to be on the gov't to demonstrate why they need to do something.

I don't follow why everything should by necessity be handled in the private sector unless there is a really good reason why the government must. The government provides many valuable services that need to be paid for, and why is running an efficient operation that generates income less desirable to straight taxation?
