While I was vehemently on the side of the 2001 being the new millenia. I don't think this is a problem for "the 90's".

The time construct of "the 90's" starts with 1990, not 1991.
That's why 1999 can accurately be called the end of "the nineteen hundreds", but it's less accurate as "then end of the millenia".
