the books that I have encountered including Adobe Photoshop 3/4 for Digital Photographers and other Real World Camera RAW indicate doing these steps first to process the RAW or jpeg/TIFF:
Exposure
Recovery
Black
Fill Light
then the next step is to find the Gray using the White Colour Picker
then using eye to adjust Temperature and Tint in the Basic section
the Colour [ blacks ] and Luminance [ highlights ] in the Sharpness to eliminate camera noise [ but that isn't always successful ]
Not sure if one should touch the Contrast and Brightness sliders on the Basic panel - or use the Levels panel to adjust that - there's differing opinions on that
Same with sharpness - the CS4 guy says do all your sharpening in Photoshop itself - but it looks like RAW sharpening is easier to tell visually by using the option keys in conjunction with adjusting the Amount/Radius/Detail/Masking sliders [ but don't touch the radius according to the CS3 author - at most adjust it from default1 up to 2 in the most extreme case]
I don't have enough knowhow yet with HSL and colour theory to do that except by trial and error
