hmmm, yes and no.

the resorts just aren't in big populated areas, there just aren't the people around to do it (unlike other caribbean islands. btw - i've been to the DR, Mexico a few times, Grand Cayman, and Jamaica. Also, Belize and Honduras.)

I like Cuba better than most of those places.

i agree there are unfair rules, but not everyone is badly off. and, there is a fairly thriving grey-market. more than once i've gone to a locals house for dinner (there is a name for this which i am blanking on right now.) they serve you dinner, there is music and singing, it's like a mini-house-dinner party and the tourists pay them directly. (i think it was $5US last time i did this.) just an example of ways they can work the system.
