I've done it before. Normally if you aren't on "city" streets you just dial *XXX, with the Xs the local state police. Like, I'd dial *ISP

which of course stands for "Idaho State Police. The last time I called there were about a hundred cows that had broken down the fence on the Bureau of Public Lands grazing area, then started wandering on the interstate. They thanked me for being the first person to call it in, it could have been bad. That night on the news I got to hear myself referred to as "the good citizen who probably saved some lives". I had to laugh when they said they called out to several ranches to borrow some cowboys to round up all the cows. :)
