You submit a list of votes. The first in the list gets 10 preferential votes from you, the 10th gets only 1 preferential vote from you

in between scales accordingly.
Then, everyone's preferential votes are tallied up and the winner is decided from the pool. Basically, take the number of voters and multiply it by the number of items they can nominate (or a factorial thereof), and that's the number of actual "votes" that will be placed.
