Pretty sure what they are doing is a violation of maritime law.

They are actively interfering in the operation of a vessel.
And I doubt they've saved even a single whale. Sure, they've probably saved specific animals, but at the expense of another animal being culled elsewhere.
So, not only are their methods illegal at times, they are also wholly ineffective.
