sigh I have a bad feeling about this job

The phone interview I had scheduled today was supposed to start about an hour ago. The hiring manager was supposed to call me at 2 PM. By 2:10 PM she hadn't called, so I contacted the HR recruiter to confirm that the interview was still scheduled. a minute later, she called me to ask if we could reschedule it for 2:30 because she is having technical issues and can't access my resume. I offered to email it to her but she only has email access through her blackberry and didn't want to do that. She was brusque to the point of being rude.

Well, 2:30 has come and gone and she has not called me. Assuming that this is perfectly legitimate and related to technical issues on their end, do I really want to work for someone who is this out of touch with the proper ways to communicate?
