It's a grey area. There was a "memo" from the commisioners that basically decreed PEDs against the rule, but with no enforcement or repercussion.

And basically ownership and players agree the memo wasn't binding, becuase it was a term of employment that supposed to be part of collective bargaining.
There's a ethics clause in most contracts, I guess, but that's just as grey area.
