I don't think your IM is completely fair either. Too blanket of a statement. In eight years, I would hope that situations and perspectives change.

One could make the argument that in the years since Reid that the information and processes in place *should* increase response time - in part because of new things put in place post-Reid.
Just saying. Your blanket condemnation isn't completely jsutified.
