To put it another way, you can't rely on the 25 number working for all three unless you know what they each *actually* need.

If it turns out that GM actually needs $20B, then $25B for the three won't be enough. It's no different than Paulson's "We picked the $700B number because it was really big. We don't really know if that's going to be enough."

In the case of a public company that releases quarterly financials, it shouldn't be that hard to report how much they would actually need if they had no income.
