Do the report, save her job, and tell her supervisors to treat her like a human being.
It's her boss who is the real fuck-up. No matter her abilities, it is unfair to hold her -- or any employee -- to some performance standard that she knows nothing about. If the boss can't explain performance measurements and expectations clearly, then the boss should be happy with whatever performance she gives. If the boss wants something more, if the boss has certain expectations, then it is the boss's responsibility to clearly articulate those expectations.
