1) Mysterious Stranger....Worth a perk?

2) Near the Riley's Rangers base, the dude with the bombs shouting from the rooftops....What's the best play there? I stole a bunch of the bombs, but before I could finish, he blew up the rest and obviously took out himself with them. I ignored it and moved on, but is there anything else to the story?
