when this is over, I'm sure hinsight wil show several things that could have been done better.

Plans are being developed basically on the fly, with the best attempts being made. There was no pre-existing plan for this type of disaster. Haiti is unable to help itself right now. Someone needs to take charge, and apparently the US has been overall given that role (proximity perhaps?).
