Raitt, Van Loan, Ablonczy are demotions based on performance, though the reasoning that Ablonczy's had "poor" performance bugs the hell out of me.
Ambrose, Paradis, Ashfield, Moore are promotions. Paradis doing a good job is essentially the reason that Bernier wasn't invited back into cabinet.
Toews, Blackburn are sideways moves. Just shuffling the cards to make room for others.
