There was never any doubt that Raitt was staying in cabinet. Toronto-area MP, still an up and comer, on her basic files, she's quite capable.

Her issues management needed work and she got burned by a bad staffer. That earns time int he penalty box, but I would be horribly disappointed if she wasn't given a second chance down the line. The raw skills are there.
