I've driven both #1 and #2, and yes, they are that bad. I some ways #2 is worse.

In LA, you can take surface streets and alternate routes that, while imperfect will pretty much get you there. On Oahu, if you're on the west side, trying into get into downtown, you pretty much only have H1, or you're driving through suburbs with stopsigns on every corner. Brutal.
