.... also, this exact scenario is why I'm opposed to the traditional method of fiscal conservativism in government budgets

Slashing budgets doesn't fix problems, it creates stress and weakness - teaching people how to be cost-conscious and conservative at all levels is what is necessary to fix things, both in corporations and in governments.
