I think the real problem is that they decided to expend their political capital on something they couldn't do.

I'm seeing shades of Bush's Social Security escapades in this. The economy and jobs have been the defining issue of the past year. If you're going to tackle a secondary problem then you'd damn well better get it done in such a way as to make people happy.
