I like M's advice, but I'm 99% sure that the guy just isn't that into her, and will place the onus on the her make the call.

He likes her, and probably does enjoy her company a lot. But if he wanted to make it work he would. Setting rules like "no long distance" are ways of setting boundaries to give yourself and out. If he wanted to it's a self-imposed rule, he could break it. He's using it here because while he likes her, he doesn't want to be the guy that makes her stay when he's just not *that* into her.
