Well, to be fair to Harper...Behind the scenes, he's actually doing what he set out to do.

Change the political culture of Canada to a more conservative and less Trudeauian image.
Appointments to boards. Immigration changes. Spending decisions. Military enhancements. Foreign policy changes. Most of it completely under the radar and he's been quite good at it.
Another election, another minority (this time running on ending the voter subsidy) and he'll further hurt the opposition parties who are in no-win positions.
