Him handing off health care to Congress is one of my beefs, but even if he'd crafted it and said "pass this" we'd still be waiting.

Congressional Dems would have picked it apart, made changes, had trouble securing 60 votes in the Senate, etc. Exactly as has happened already.
The vision is there with Obama (again, he's backtracked or dropped things and that makes me mad), but until Congressional Dems can get their house in order and start acting like a party in charge, nothing substantive is going to happen.
The quickest way to moving forward, IMO, is nuking the required 60 votes to get anything to the floor. They can change that rule with 51 votes (though some will argue that they need 67, which is BS) but they can't even manage that.
