trains on weekdays are already pretty packed as it is. reducing frequencies is not going to be a good thing.

Not completely sure what you mean by that, but commuters pay at the tolls, or for the trains, to get into the city.

Oh, I thought you were referring to people who work in the city having to pay NYC income tax, even if they don't live in NYC

yeah, a lot of this is because a major portion of the current transit funding stream relies heavily on a real estate tranfer tax -- nm
