It's kind of tricky and it's muddy waters, but Venezuela is considered to have the largest resources in some sense or the other

Calculation is that at least by 2050, the world will rely on Venezuelan oil. They have enormous amounts, but much of it, particularly in the Orinoco-delta, is somewhat complicated to extract.
